Keywords have a role in that some search engines will use them to fine tune their SERP. However, the items listed above have more importance than a simple list of keywords that takes no effect to include on a page.
Q: What is the best way to build links to my website?
A: One way to formulate a link building plan is to see which websites are pointing to your competitors to ranked websites. You can do this by going to Yahoo and typing in the search box:

where you replace competitorswebsite.com with the actual domain name of one of your competitors. See which sites are linking to your competitors and then visit these sites to see if they are reputable and in your marketplace. For example if you sell lighting products, having a listing in www.lighting.com is more valuable than having one from your local deli.
To determine the sites reputation I like to use Google's page rank tool as one reference point. The page rank meter is a score of 0-10 and is part of the free Google toolbar. You can also check the websites Alexa rating for traffic volume.
After checking your competitors sites start by typing in your target keywords and see who is showing up on page one and two. Do the same investigation on these sites to see if there are any additional quality websites that create powerful inbound links in your marketplace.
Avoid link-farm website or sites that are mainly an ad server for profit.
